Builds the app_data_dictionary GroupContext extension from component
entries (sorting them first). Use at group creation to seed initial state.
Also refuses a 0x8009 data entry (ACCOUNT_IDENTITY_PROOF_COMPONENT_ID):
the account identity proof is LeafNode-only data and MUST NOT be created as
GroupContext state (PROOF-06, D-08). A 0x0001 required-component-id list
that merely names 0x8009 is unaffected by this guard — only a keyed data
entry is rejected.
